Platform Operator: The Platform is operated by the European Broadcasting Union (EBU) / Union Européenne de Radio-Télévision (UER), L'Ancienne-Route 17A, 1218 Le Grand-Saconnex (Geneva) Switzerland (hereinafter referred to as "EBU", "we", "us" and "our").

1. What the Platform is

These terms of use ("Terms") shall apply to the qc.ebu.io platform ("Platform"), which is a collaborative knowledge database of audiovisual quality control test descriptions, items, parameters, templates, test material and other related content ("QC Content"), intended for professional use by EBU member organisations and audiovisual industry participants.

The QC Content on the Platform is curated by two (2) EBU expert groups, the QC Group and the QC Implementers Group, both open to audiovisual-industry professionals and organisations. Membership in either group is open and free of charge. Participation in these groups may grant different levels of access and permissions on the Platform: QC Group membership grants editor access to the Platform (the ability to author and review QC Content), while the QC Implementers Group is primarily for those implementing QC tooling, and membership does not, by itself, change Platform access.

2. Acceptance

By accessing or using the Platform, you agree to these Terms. You refrain from using the Platform for unlawful purposes or by unlawful means or ones which are prohibited by these Terms. If you do not agree, please do not use the Platform.

3. Access and use of the Platform

Some QC Content on the Platform is publicly readable, while other content may be restricted to specific users, EBU groups or organisations (e.g., certain test material is shared only with selected contributors, or the Platform is also used by other EBU groups beyond the QC and QC Implementers Groups for similar content-exchange purposes, each with their own access boundaries) and requires authentication via your account. Where an account is required, you are responsible for maintaining the confidentiality of your credentials and for all activities carried out under your account.

The EBU provides and operates the Platform's infrastructure. But it does not verify all content uploaded by users and acts primarily as a facilitator of collaboration.

4. Acceptable use

By accessing the Platform, you agree to:

  1. use the Platform only for its intended purpose, namely authoring, reviewing and consulting QC Content;
  2. participate constructively in the QC Group, the QC Implementers Group, or any other EBU group whose content you access on the Platform;
  3. respect other members' contributions/content;
  4. comply with all applicable laws and regulations as well as any applicable group working procedures, and/or any code of conduct in force.

In particular, you will not:

  1. attempt to gain unauthorized access to accounts, content or infrastructure;
  2. circumvent or subvert access restrictions applicable to certain QC Content (e.g. exfiltrating group-restricted material to people who are not authorised to see it);
  3. upload infringing, unlawful, defamatory or malicious material, or such material that violates the privacy of others;
  4. upload or introduce malware or attempt to disrupt, overload or probe the Platform;
  5. use the Platform's data in ways that violate the license under which it is published or otherwise misuse licensed content.

The EBU may, without prior notice, suspend or terminate access to the Platform and related content if these Terms are breached.

5. User contributions

When you author or upload QC Content, you confirm that you hold all necessary rights or permissions and that you grant the EBU (and the relevant EBU groups) the rights to host, display, modify, and distribute such content as part of the collaborative knowledge database.

By contributing, you agree to follow the applicable working procedures of the relevant EBU groups, which includes in particular the editorial review workflow on QC Content maintained by the QC Group (drafting → tech review → group review → publication-ready → published, and withdrawn), the versioning model, and the access-restriction options offered by the Platform.

Authorship attribution on each version of your contribution is preserved as a real-time snapshot of the name and company you represented at the time of contribution. This snapshot is part of the historical record and is not removed when an account is later closed.

6. Public content and licensing

A QC Item that has reached the published workflow state on the Platform is made available under the Creative Commons Attribution 4.0 International (CC-BY 4.0) license. You may reuse that published content for any purpose, including commercial use, provided you give appropriate credit, provide a link to the licence and indicate if changes were made. You may not apply legal terms or technological measures that legally restrict others from doing anything the licence permits.

Content in any other state (including drafts, items under review, withdrawn versions, group-restricted test material, discussion posts, etc.) is not released under CC-BY. Such versions are visible to participants for collaboration purposes only and remain the contributors' work.

The public API (https://qc.ebu.io/api/) is open for cross-origin reads to support tools and integrations that consume the published QC catalogue. The fact that the API responds to a request does not extend any license beyond what is explicitly stated above; in particular, it does not turn group-restricted or non-published content into CC-BY material.

7. No warranty / Disclaimer

The Platform is provided "as is" and "as available". The EBU does not give any warranties of any kind with regard to the Platform and its content. In particular we do not guarantee that:

  • the Platform will be uninterrupted, timely or error-free;
  • the content will be complete, accurate or fit for any particular purpose; or
  • the Platform is free from defects, viruses or other harmful components.

You hereby agree that the Platform and its content shall be accessed and used under your own responsibility. You remain solely responsible for the appropriate use of any QC information you obtain from the Platform, including for production use, compliance assessments, or test execution.

We shall not be held responsible under any circumstances for any damage stemming directly, indirectly or fortuitously from your use or inability to use the Platform; errors, inaccuracies or omissions in the content available on the Platform; unauthorized access to or alteration of your contributions, transmissions or data; nor any conduct or content of third parties on the Platform.

8. Privacy

When accessing/using the Platform, we may collect and process certain personal data relating to you. Such personal data will be processed in accordance with our Privacy Notice.

9. Links to other sites

The hyperlinks to third party websites available on the Platform are provided for your convenience. If you decide to use these links, you will leave the Platform, and we cannot be held responsible for the content of such third-party websites.

10. Changes

We may update these Terms at any time upon our sole discretion. Material changes will be communicated where appropriate. Continued use of the Platform after the updated Terms constitutes acceptance of those updated terms.

11. Governing law

These Terms are governed by Swiss law.
